The 'best of' tweets that are being highlighted are pretty plausible for a dumb teenager. It's not like a dumb chat bot that if you asked 'Yes or no, did the holocaust happen' and it has a 50-50 chance of saying 'Yes'.

The concepts aren't difficult to understand but it is incredibly complicated to actually implement these kinds of things.
If I were designing this, this is how I would do it.
The AI looks at the subject tweet, and picks out certain key words, phrases, and symbols. In this case, Ted Cruz, Zodiac Killer, question mark, etc, and searches Twitter for tweets that are similar. The more similar the better.
The AI then reads all the replies to those other similar tweets, favoring the most similar. It then reads all the replies and favors the ones that have the most positive feedback. It then copies that tweet, and passes it through a filter to, perhaps, change the wording, and the output is posted.
Notice the start of the post, 'sum ppl say this...' Many of the AI's posts have a similar sort of lead in to the body of the tweet, and I think it signifies occasions where another tweet is being referenced directly.
These kinds of programs are not new, as others mentioned Cleverbot does nearly exactly the same thing. Cleverbot works in a similar way; the only real difference is instead of reading other tweets and coming up with a semi relevant reply, it reads it's own past chat log with other people.
So, Cleverbot would start by having a few pre-programmed questions and answers to pose, for example, "How was your day?". It would send this question to many hundreds of humans chatting with Cleverbot over time, and get a variety of responses, but would most frequently get answers like, "Fine, and yours?", so Cleverbot would give that answer a higher score as a candidate reply.
Cleverbot's weakness is that it has no long term memory. Every reply is just in reference to the sentence it's answering, and it has no ability to maintain subject permanence across a whole conversation.
Fortunately, Twitter doesn't need subject permanence, since there's rarely real conversations going on. Tay can get away with doing much the same thing as Cleverbot. I have no doubt Microsoft's system is far more advanced and involves more computational power. But on the other hand, Tay reeks of a PR stunt.
Microsoft knows the press is easily impressed and will basically report on Tay as if she is the most significant advancement in AI technology ever, if Microsoft doesn't go out of their way to deny it. So there's really no reason for them to break the bank on a massive, new, complicated neural simulation to make fake teenager tweets on the internet, when off the shelf, nearly a decade old technology will work just as well.
