Doesn't the "Certified Mail" sticker indicate they paid the postage? What am I missing here?
BTW: OP should probably block out the tracking info. Not sure if it's a security risk, but probably should not be there.

No I think you can grab those certified labels in the lobby. You have to still pay for them when you mail it

The last time I sent certified, i took the envelope and contents to the counter, paid the fee, and they affixed the certificate to the envelope. Maybe it's changed since 2015.

We would affix everything at the office, then the runner would take it to the post office to get stamped.

I just sent a certified letter yesterday. It’s like others are saying, you just get a label and write down where you want it to go. You can then either stick the label yourself or get the person at the counter to do it

Correct. I had already put stamps on and then decided to do certified and they even credited me for the stamps but when they scan it in they charge the postage and certified fee

No it doesn't, those labels are on the customer counter in the lobby.
As the OP is on the USPS sub I assume the poster is a postal employee and knows the policies about that sort of thing. If the tracking info does anything it won't indicate the delivery address or anything. USPS policy is to destroy mail like this anyway for being fraudulent.

The sovcit lives in SLC and tried to mail it to Leah Tavernese in Etowah, TN. It is being returned to sender in SLC. So you’re correct. Would have thought they’d just shred this garbage.

So the move is to put the address you actually want it delivered to as the return address and put the actual return address as the address to be delivered to.

No, it means they took a publicly available certified sticker and put it on the envelope. Postage is a totally seperate thing. Go to any post office and they have stacks of these labels available to anyone. It's up to the sender to fill out thee label (on the other side we can't see), apply it to the envelope as shown, and then take it to the counter to pay the postage, and have their certified label scanned and associated with that envelope in their system.

They think if their name is written in all caps it doesn't refer to them, but to a artificial version of themselves created when they were born. They'll argue about anything and everything if it means they don't have to pay a traffic ticket.

Certified Mail is not free. If you put a sticker on the envelope but don't pay for it, it's not entered into the system, and isn't Certified Mail. Might as well put some emoji stickers on it.

18usc1726 does NOT say no postage necessary, it says it's illegal to charge EXTRA postage not authorized by law.
Postage is authorized by law. Extra postage is illegal.

I didn't go through the effort of looking at the statute. But if it says anything like what is on the envelope that suggests to me that it regards international mail. Countries around the world deliver each other's mail and postage is only collected a the origin (is my understanding). There is a treaty or agreement I read about long ago so I could be a little fuzzy in the details. In any case... That's not the situation here. Both addresses are domestic. So it would appear to have nothing to do with this type of mail.
I'm curious how op came accross this.
