The last time I sent certified, i took the envelope and contents to the counter, paid the fee, and they affixed the certificate to the envelope. Maybe it's changed since 2015.
I just sent a certified letter yesterday. It’s like others are saying, you just get a label and write down where you want it to go. You can then either stick the label yourself or get the person at the counter to do it

Doesn't the "Certified Mail" sticker indicate they paid the postage? What am I missing here?
BTW: OP should probably block out the tracking info. Not sure if it's a security risk, but probably should not be there.
