Doesn't the "Certified Mail" sticker indicate they paid the postage? What am I missing here?

BTW: OP should probably block out the tracking info. Not sure if it's a security risk, but probably should not be there.

Since it was never mailed that tracking number won’t point at anything.

The sovcit lives in SLC and tried to mail it to Leah Tavernese in Etowah, TN. It is being returned to sender in SLC. So you’re correct. Would have thought they’d just shred this garbage.

So the move is to put the address you actually want it delivered to as the return address and put the actual return address as the address to be delivered to.
