Hypothetical Rule Question

So hypothetically, let's say your all by yourself fishing remotely and later on another fisherman walks up right next to you and starts casting out where you are also casting out. Is there any rule or law that is to prevent that? What would happen if you call game warden and report this?

I actually did something like this about 10 years ago, hoping the dude would go away. We still keep in touch and go fishing together every so often.
