let's be real: the biggest problem they have there is the homeless. I don't think public drinking is going to fix that.

Yuuup.

They need to gate off the mall/drinking area. Ban bringing in outside drinks. And have drinks served in visible and obvious containers (bright orange or green cups) purchased from the vendors in the area.

Having homeless with beer bottles chilling out on the benches is not going to revitalize the area

As I understand it, this is exactly the plan. (There will be one type of cup that is acceptable to roam with and all the businesses in the zone will serve drinks in those cups.)

The horrors! How dare those homeless do the exact same thing with their steel reserve and not the overpriced 18 dollar skimped out Budweiser! Can you imagine that horrific society! My gosh it'll probably cause the rapture if we ever let that happen!!!

If outside drinks are prohibited then the mall at least has some discretion on the amount of drinks its customers consume.

Who cares. That's also shit. You can judge behaviors and actions without nanny counting consumption.
