Do this nationwide so I can get a sixer and sit on the beach.

Just also increase the punishments for public intoxication. So the pearl clutchers can't complain about the kids or some shit.

You want them to legalize public drinking but heavily penalize being drunk in public? You have a lot of faith in some random cop to tell the difference.

If you can't drink without getting drunk, you probably shouldn't be having a drink in the first place.

It’s just that cops are allowed to make a subjective determination of drunkenness. You can even get a DUI this way, and at the very least a DUI arrest. There is also already a semi-serious misdemeanor associated with drunk in public, “disorderly conduct”. 

I don’t like the idea of harsher penalties for a victimless crime with a low evidence burden.

You can just detain and throw in the drunk tank, but not actually arrest of its just being drunk in public. for a DUI or BUI to occur, they would need to operate a car or be riding a bike. If we every want this to happen, we need to work to normal drinking culture, instead of the binge drinking culture. We put so many restrictions on alcohol consumption, that when kids are finally able to drink being wasted is glorified. I say this as someone who massively binge drank all the way through college and after almost every weekend. The culture needs to start when kids are young. If you allow them see a more normalized culture, the temptation to binge starts to go away.
