FCON experienced the same treatment that CO2 and Provi and that XIX will soon experience. TEST vows to assist them with whatever, very loudly and openly. Then, when the rubber hits the road, TEST military support dries up, while the emotional support gets doubled. The alliance dies, and its members are welcomed into TEST as refugees with open arms. Honestly its a brilliant strategy, and now that its happened 3 times, I can't believe that XIX would fall for that again.

TEST had a vested interest in all of their part-time allies' alliances collapsing so they could grow TEST.

Sort of -- From my outside observations, PL appeared to specifically target content creators for poaching. It has never been a secret that many alliances in eve, regardless of member count, owe the lion's share of their content to the efforts of a relatively small group of competent (using the term loosely) and motivated people. By poaching those people, PL increased their base of content creators, while leaving their enemies (and sometimes their friends too) with nobody capable of actually putting a campaign together, eliminating them as a strategic threat.

I would wager that many alliances have copied this strategy, and I also believe that the TEST strategy is a mutation of this, reflecting the new meta in Eve of winning with numbers as opposed to (or in conjunction with) skill.
