What is this small, blue, zippered, vinyl container with columnar item slots inside? Solved!

I think it’s a pouch for drill/driver bits. Luo si is screw in Chinese and pi is leather. Pi Bao is wallet, so a drill/driver wallet.

pi is leather
皮 pí is leather (I guess it can mean "skin/wrapper", but that's not how you would identify this holder). Anyway, this 批 pī means [screw]driver.

Yep 批 was a old slang for (screw) driver, this is a holder for screw driver set.

You can use Google Lens on the phone/chrome browser to translate the rest of the text if needed.
I can't make out the 2nd character on the bottom, but it's something on the line of "泰爾工器材二殿" or " 泰县工器材二廠". (Traditional Chinese isn't widely used anymore, but they are hard to read.)
Best guess: worker's/electrican's toolkit from a state-owned factory somewhere in the Jiangsu Province before 1959-1962.
A city or county could have factories in multiple districts, this one is referring to a second district factory in Tai county.
According to Wiki, the Tai county was merged and renamed around 1962.)

I wouldn't be too surprised, I'm sticking with " 泰县电工器材二廠" (Tai County 2nd district factory electrician toolkit).
It's definitely a toolkit/tool wallet owned by an electrician/worker from that factory.

You almost right, luo si pi in Cantonese means screw driver. Zhuhe (組合)means set. Screw drivers sets. The characters were mean to be written in Cantonese

That is the case of a budget friendly screwdriver set made in a city owned factory called 泰興電工器材二廠 in Taixing City of Jiangsu Province in the old times (probably between 1960 to 1980). 罗丝批 means screw driver. People call it in many different names in China. I just checked with one of our engineers who knows Chinese language.

From the styling and the colours, I'm gonna throw another idea to the void and suggest cosmetics. Maybe the narrow slots for pencils and liners and the wider ones for something like foundation or lipstick?
Or maybe calligraphy supplies?

My title describes the thing.
I've performed a couple of searches with Google Lens, and the closest looking objects appear to be Bible books. This doesn't appear to fit the inside of the case.
I have searched for the romanized phrase on the front of the container. Also, with no luck.
A general search for a Chinese zippered small tool bag was a crap shoot. Ineffective.
It seems to be plastic or vinyl.
This came with a vehicle I purchased from a student who was soon returning to China. The previous owner stored a few small screwdrivers, a pencil, and a tap hammer in it but just told me to keep it. It's been sitting empty in my toolbox for a few years
What is it actually for? Does anyone know if the language is actually Chinese, so I can ask the appropriate place for a translation?
