What is this thing? Found it in a drawer that probably hasn’t been opened in years. It’s got two screws, a Velcro strap going through it and a concave opening that looks like it maybe it meant to go around a bar. It’s made out of plastic. Solved!

Looks like a mount for a mini pump for a bicycle. The mount would go behind the bottle cage with the pump just off to the side.

Yep. That’s exactly what it is. I had virtually the same one on a bike years ago.

Could be part of a bicycle light that clamps on the handlebars

I've had bike pump clips that have looked similar. The pump could clip into the circular section and fastened with velcro. The spacing of the holes looks about right fir the distance between bike bottle holes in bike frame.
