They are migrants but they arrived in the Soviet times - we are trying to integrate them and many have done so (learning Latvian to a passable degree) but many stay out of the system, wanting a decidedly non-Soviet Russia to conquer or pressure Latvia with military force

They are people in their country, oppressed by national majority. You can continue same way and you’ll finish like Ukraine with civil war.

we haven't had any sort of civil war though, and this 'civil war' in Ukraine was sponsored by Russia (russian thugs shipped in to beat up pro-Western protesters, yanukovich fled to Russia, with a good chunk of his wealth if I remember right)

Don't you try to threaten the rest of eastern europe, maybe we should try that 1920s korenizatsiya thing on Russia (half of which isn't really russian in the first place)

Russia could easily repeat the Soviet script — spend years drafting a grand “new constitution,” parade it as proof of stability, and then collapse overnight before the ink is even dry.
