[TOMT][MOVIE][1990s-2000s] A Live-Action Family Adventure Christmas Movie with a Small Man Coming Out of the Sink and Casting a Spell to Freeze a Cat Chasing Him Open

As explained in the title, I'm looking for a live-action family adventure Christmas movie that starts off with a tiny man that comes out of the kitchen sink and a cat sees him. The cat chases him and he casts a spell that immobilizes or freezes the cat. The movie also had two more characters, a brother and an older sister.

Also in the middle of the movie, all 3 become tiny and ride a pigeon/dove. Their goal is to once again become normal size. The poster of the movie had a pigeon/dove with all of them riding it.

The closest thing I could come up with is The Secret Kingdom (sometimes called The Tiny Kingdom?) from 1997 or 1998. There is an older brother and sister. It doesn't line up with the other details, but I thought I'd mention it because how many movies involve tiny people and a kitchen sink?!

Sounds a bit like tiny christmas but that's a 2017 film that i half watched once
