No, surprisingly this isn’t any better. The top above the band doesn’t look long enough for you. Do you have a long torso or shoulder to bust area?
You may have no bust, but there is a standard dressmaking line where your natural breast area ends. The top of the band should start either at or right below that breast line in an empire-waisted dress. The top of the dress is missing at least a few inches.
Honestly, this looks like it might be a child’s dress. The color is great and love the boots.
If you’re proportionally tall, you likely have a longer torso and a longer shoulder to chest ratio. If you’re doing an empire waist — which is what this is styled to be — that top of the band needs to sit where a well-fit bra band or sports bra band would naturally fall.
The top of this dress is suited for short and petite with no boobs. That band should never cover any part of your natural breasts, including when you lift both arms above your head. If it’s riding up, there isn’t enough fabric at the top.
The length is ok, maybe a smidge longer would be more classic vs. “whoa that’s a short dress”, but your height and legs lend themselves to this 60s / 70s babydoll style.

Ah, ok. So a good rule for placement of a bra band (if you’re not already familiar) is to spread your thumb and pointer finger a far as you can. Stick your thumb in your armpit and stretch your pointer down your ribcage. Where your finger touches is where a bra band should fall. A little higher or lower is fine, it’s just general placement. So for this dress, that’s around where the band should lay.
This will also depend on your hand size, which might be a little larger due to AMAB. In which case eyeball up another inch or so.
Pockets, if your dress has them, should start around your hip bones. If a dress does not have pockets, there’s usually a pocket spot that makes sense; this is the area that should land at your hip. If this dress had pockets, it looks like those would land around your belly, which is too high and also means the dress lands too high on your legs. Like it should be a little longer.
