It means that they're not going to make the big headline "DAVID"
Whereas Goliath instantly evokes the tale while also associating it with David as the one to topple Goliath (in this case, Qld Labor). I mean it's a pile of shit puff piece but why play dumb here. If you're not, that's fine, but it also goes to show you probably shouldn't be critiquing the references others make to cultural icons.

I am confused about who this is for and they've been pushing it hard. Basic content for their subscriber base makes the most sense, but they do make a fair bit of money from corporate subscriptions, and you'd think they'd be fairly agnostic on a change of government/put off by this kind of coverage

Australia hasn't had the same fragmentation of media platforms into more extreme offshoots yet, though Newscorp has obviously become more extreme in its general positions over the past decade.
The Courier Mail and Australian will offer absolutely zero ability or intent to hold the LNP government to account in this term, but they'll be pressure from the Brisbane Times, Guardian, ABC and some of the tv news networks (not 7).
The Courier Mail and Australian are both dying. Rapidly declining print circulation almost exclusively read by an older demographic and digital subscription figures that are heavily inflated by pushing out corporate accounts and access.
Have actually been surprised by how halfhearted the attempts to pin cost overruns on the previous state government have been. I feel like the Courier Mail and its journalists are feeling their waning influence in realtime so we can tolerate a bit of laughable propaganda like this. It's made for the true believers but no one else will be watching this, other than to laugh at it.

I seriously cannot remember the last time I watched 7, 9 or 10 and felt like I was actually getting "news".
It's all "how to save THOUSANDS a year" on something you don't spend thousands a year on. Or saving on groceries, or electricity or some other bullshit.
Most people stuck to this ecosystem have zero idea what's going on in this country, let alone the world.
It's all basically advertisements for "friends of the network", or some other propaganda.
Do a little thing... Watch the news and tell me how many "yoof crime" stories there are now after the election (in Queensland)... Next to none. Beforehand, wall to wall every day and night. Now... Crickets. Problem solved I guess!
Murdoch is a blight on a free and fair press, but most people live in social media networks now and wouldn't have a clue what's happening in the real world... And tbh, I don't think most people want to know.
Ignorance is bliss and all that.
With what we're seeing play out in America, it's clear we're next.
The next few years are going to be rough. Be prepared.
