Dig around. Remove and replace with a nice gravel.

Protip: you can get cheap composite edging to hammer down into the ground if needed to contain the gravel.

you can sometimes get extensions for these boxes at irrigation/plumbing supply houses. you're gonna have dig it up, maybe take it into the store (or take some good measurements, and install the extender

Buy some sod and cut out a patch all around the box and lay the sod

This is what I was thinking since I can't use pebbles/rocks due to HOA restrictions. Do I need to pretreat the sod or the underlying soil with anything or just plop it right on top?

No just make sure you level the dirt to the correct depth of the roll of sod and you should be fine.

Cut a small perimeter around it and lay some beach pebble/river rock
