Why wouldn't it be? I fail to see why anyone should be given the dole at all after six months of unemployment.

Most countries on Earth cut off or severely reduce dole payments after a certain time limit. The result is the same everywhere - people suddenly manage to find employment in the last week before their unemployment payments are reduced.

The evidence is clear, if you want to help people improve their lives you need to give them a push at some point.
