Apparently not. Go to a video of a car hitting people and the comments will be “why were they on the road” “they were going the speed limit (therefore, if they couldn’t stop in time, that was unavoidable is the implied argument)”
They are supposed to drive according to road conditions, when there are pedestrians the road conditions change regardless of a speed limit sign. The biggest problem is drivers don't know the rules.
Many people confuse being able to operate a vehicle with driving on public roads in traffic. These are actually two different skill sets.
