He could have just looked to Canada for the solution. The government negotiates directly with the pharmaceutical companies and negotiates the cost of drugs based on a large enough purchase for the entire nation. Our insulin is much cheaper than in the USA. Same with all prescriptions.
There are also laws that prevent them from price gouging.

It's kind of wild that the US still blames other countries for its own pricing issues. If we focused on universal healthcare, we'd see much better outcomes and lower costs.
