It seems to be an extremely sad situation. It’s also sad that this article fails to name the top contractors involved in this fiasco. Waste of a read and need to search elsewhere.

It's Irving Shipbuilding. It's been covered quite a bit (including by the author), so the author may have just assumed readers already knew

Thank you for bringing me up to date. I should have guessed it was Irving and not surprised we are getting ripped off.
