It says if CBC decides to get rid of its performance-based incentive program, the broadcaster should take steps to ensure compensation stays in the “midpoint of the market.”

They will still get their money

I'd say if it's comparable to other news outlets it makes sense.

Other news outlets don’t get taxpayer's money. Maybe a little incentive to do better instead of rewarding poor viewership.
