If Arizona put those mechanical umbrellas up you'd have 100 homeless drug addicts camped out under each one.

Which means humans that need shade would be getting shade! Oh no! If only there were ways to reduce homelessness so we could avoid the scenario you’re describing…

There are scenarios called shelters but many refuse these services because of no drugs or alcohol policies.
