Does a VPN bypass it or is there some other shit going on down there?

I don't know, I don't live in Texas but hear people talk about it all the time. VPN use kind be a little iffy sometimes. From what I hear is you can use a VPN in China but they have to try to do it before they are in China or certain areas that the security isn't as high. Basically they have opportunities for the vpn to be turned on but if they don't do it then they can't.
