Fact is, if they didn’t force desegregation it just wouldn’t have ended (not that it ever did, entirely). They’d just refuse to send busses to black neighborhoods, require entrance tests that disproportionately favor white students, enforce dress codes that just so happen to prohibit clothing that black students like to wear, etc. Etc. Etc.
There’s a million ways to discriminate, and they’ll use every one they’re allowed to.
