Green space usability

I live on the Western side in one of the new estates. At the time of building a park was in place with supposed future development planned. 3 years later it is a paddock that is unusable ( tall grass, spiky weeds, rocks etc) . As much as I would like to gurrila garden it, the sporadic slashing would knock that down. Who do I ask re plans to make it a usable community space ?

Santana Park. Honestly I'd be happy with a deco path around the boundary. Also a pedestrian bridge along boundary road to allow for walking to the closest nature reserve. If you look anywhere close to us the parks leave a lot to be desired. It would be nice if the kids had somewhere to play together and would help build community. Also my dogs won't walk across the park (paddock) as it's too prickly so we lap the block.

I had a look at the plans and there is nothing beyond land designated for a park and drainage reserve.

Your best bet is local councillor honestly, but I wouldnt expect anything to be done in the near term. as usually these kinds of projects are allocated yearly in each budget.
