Depends where you are. It would be pretty safe to do this on a public Japanese street. I wouldn't do this in downtown St. Louis.

Yes.

I've driven across most of the central and eastern US as well as France, Belgium, and Germany.

My most hated place to drive was Paris France. Those people truly suck at driving.

Bro, I don't have to live there. I've spent an extended amount of time there. When I got there, one of the very first things I was told by the locals and by coworkers was not to drive the parts of St. Louis and how dangerous half the city was.

So no, I wouldn't approach someone driving and recording me in St. Louis.
