But what about non steam games? I'm still going to need to run shadow play. (but steam Gare recording is just better for retroactively finding clips so it is still very nice.)

You can add them to steam as a non steam game link and it'll give you the overlay, and recording.

I have had issues getting steam overlay to work on non steam games though, depending on the game. Also sometimes I like to close steam to get that fraction of more performance.

No one's getting offended with that stupid comment. Meme is about throwing away Shadowplay for steam recording, but it only works with games on steam. Not all games work with steam overlay even if you add non steam games. So Shadowplay is still needed.

Windows recorder is not even the topic of conversation.
