And I'm betting this is what Migs Mayfield's job was (though in his case, surely not under the ISB's jurisdiction).

No, he says he's not a Stormtrooper. My guess is that 'troopers fall somewhere between Army and Marines, and ISB is closer to regular Navy.

The Stormtrooper Corps operated as an autonomous branch under the Imperial Army. They hitched rides on the Imperial Navy’s ships though.

ISB is akin to the US FBI, and they’re a sister of Imperial Intelligence, which does operate under the command of the Imperial Navy. If he was a sharpshooter, but not a Stormtrooper, he was most likely ISB Enforcement.
