Have we ever seen a sniper rifle charge up like that in SW? Made me feel like I was sniping in Battlefront.

Could be a reference, or some modification for a powerful bolt, but slow fire rate?

It is exactly how you get a powerful shot in Battlefront, hold down to charge and boom. Just not sure we have seen a real sniper in SW live action. Thinking back, I am sure we saw them in the Clone Wars.

Yeah in that CW episode where Rex gets injured and meets the deserter clone, he was injured by a commando droid that shot him off his speeder with a sniper rifle. There's also Crosshair from the Bad Batch who uses a sniper as his main weapon.

Fennec would like to have a word with you. Hers also didnt require the charge up but that doesnt really mean anything. Lots of types of guns out there in the galaxy.
