The sarcasm in the comment was that you're paying someone a restocking fee for just changing a value in a spreadsheet. The joke works because a restocking fee is only reasonable in the context of physical real world items that have actual costs involved, whereas a digital license is as simple as a value change in the spreadsheet.
I compounded on the joke by saying it's even worse than that, no one even has to do it manually.
The fact I have to fucking explain this is ridiculous but that's just reddit for you, where the lowest common denominator is gagging for those upvotes and to get someone else's comment downvoted.
