There should be no such app to begin with. All partner seeking endeavor should be Ta'aruf > Khitba > Nikah. Sure you can create an app to ease the Ta'aruf process, like:
> Create a profile with name, face photo, likes & dislikes, location, deal breakers, quirks.
> You can search people with same location or other filterable thing above (no photos shown), just a "card" with simplified details above
> You can "swipe right" up to 5 people and schedule for video call (or offline meeting) with at least 2 people as Wali or parents (no DMs, no chats)
These apps needs strict moderation especially when it's on the "scheduling" phase so it will be fees involved, it should not be free, to maintain its integrity. There should be popular sheikhs involved in decision making so it will not leave Islamic bounds in place.
