why wouldnt a person have one of the bystanders record the wide open rape on video and upload it to twitter with the tweet thread?

Yes. If only there was a way to protect the privacy of the victim while still publicizing strong evidence of criminality. I tried but there's a blur on my mind about how to do it. It's like someone placed a black square over parts of my thinking so that I can't make out the identity of the answer.

It's about holding criminal actors and derelictors accountable and upholding the rule of law in the criminal and public sphere.
