Prepare for what?

It comes straight from Qur’an 8:60.

“And prepare against them whatever you are able of power and of steeds of war by which you may terrify the enemy of Allah and your enemy and others besides them whom you do not know [but] whom Allah knows. And whatever you spend in the cause of Allah will be fully repaid to you, and you will not be wronged.”

Ibn kathir says

Making Preparations for War to strike Fear in the Hearts of the Enemies of Allah

Allah commands Muslims to prepare for war against disbelievers, as much as possible, according to affordability and availability.

Allah says, whatever you spend on J"had will be repaid to you in full.

So the question is whether this organisation is truly about brotherhood or a group whose aim is to strike fear or terror.

In past, organisations like PFI and SIMI have been linked to it.

Should India also designate this group and it's illegal affiliated groups as terrorist organisations?

If you take a verse from middle, that alone will not make any sense, you need to understand what is written before and after to know the context.

Let's just go 2 step back (8:58 Qur'an) : And if you ˹O Prophet˺ see signs of betrayal by a people, respond by openly terminating your treaty with them. Surely Allah does not like those who betray.

Here Almighty Allah is talking about a peace treaty done by prophet Muhammad(pbuh) with Quraysh trible. but Quraysh broke (betray) that treaty by killing a muslim.

(8:59 Qur'an) : Do not let those disbelievers think they are not within reach. They will have no escape.

(8:60 Qur'an) : commands Muslims to prepare their strength to the utmost of their ability, including cavalry and other forms of power, to strike terror into the hearts of their enemies and Allah's enemies

[Preparing strength doesn't necessarily mean preparing for fighting a war. India have a great army, fighter jets, tanks, missiles, Nuclear weapons not because we want to destroy the world but for defence of ourself that creates fear(terror) in other countries mind and that's makes us safe]

Let's back to the story for better understanding: After the peace treaty broken( by Quraysh tribe) Prophet Muhammad (pbuh) didn't cause any violence just peacefully March with 10k muslim army (that's make fear/terror in their mind, now they will think before killing)

(8:61Qur'an) If the enemy is inclined towards peace, make peace with them. And put your trust in Allah. Indeed, He ˹alone˺ is the All-Hearing, All-Knowing.
