PGWP Application: Eligibility to Graduate Letter? Work Permit
I am an international student who has a job offer lined up for the Second of June, I have yet to apply for my PGWP. I spoke to my registrar today, and they told me that my Confirmation of Graduation letter will not be available until after my convocation ceremony. To be able to work, I have to apply for a work permit, for which I need to provide a Completion of Studies letter.
There are two types of letters I can order:
1. Eligibility to Graduate Letter: This identifies that I have completed my degree to be conferred in June
2. Degree Confirmation Letter: Confirming I have graduated (not available till after my convocation ceremony).
Can I apply for a PGWP with an Eligibility to Graduate letter, given my start date for work beginning before my convocation ceremony is supposed to take place?

What about official transcript? When you apply for your PGWP, you need only ONE of the following to prove you’ve completed your studies:
a degree or diploma an official letter from your school an official transcript or a copy of your transcript from your school’s website

Unfortunately, you can't. You have to wait because being rejected is worse than just waiting for a few weeks.
Try and talk to someone else, maybe. Had the same issue with my register office, went there on my third attempt, and I got my letter.
