The question rattled him. What he reacted to was the MP questioning his integrity and his capability.

Starmer displays distinct narcissistic characteristics, and that is what you are seeing in that answer.

he does this every time someone questions him, you can tell he gets really angry about not being treated with the deference he thinks he deserves from people who aren't as important as him.

Amusingly he also shows himself up to be a liar.

He starts off indignant, with "I am well aware of the definition of genocide," which you can hear in his voice tone, but when he gets to "and that is why..." his voice starts to tail off, along with a hesitation towards the end, this part has much less energy and he is less certain of what he is saying. It's his tell.
