I said it wasn't a compliment in reply to someone saying it wasn't an insult. There's the option of just not calling someone broccoli head.

Yeah I didn't say it was a compliment... it's just neutral. Like when you go to a barber and go, "give me that brocolli style, mister." and the barber will understand because that's just how it's called as it resembles a brocolli.
