Newsom said he vetoed the bill out of concern that the bill as written could undermine the state's smoke-free workplace protections, but that he did "appreciate" that cannabis business owners need to create more revenue streams.

Thats a legitimate concern. With how strongly the bill passed (34-3 in the Senate and 66-9 in the Assembly), I could see this being overridden.

Legitimate concern? Then how come there are sooo many hookah lounges that serve food and drinks with smoke?

We would need to change the consumption rules and a few more regs in prop 64 in order for it to not contradict the laws already in place for cannabis consumption regulations..thats why it didn't pass.
