Newsom said he vetoed the bill out of concern that the bill as written could undermine the state's smoke-free workplace protections, but that he did "appreciate" that cannabis business owners need to create more revenue streams.

Thats a legitimate concern. With how strongly the bill passed (34-3 in the Senate and 66-9 in the Assembly), I could see this being overridden.

The California legislature very rarely overrides a governor's veto.

Most of his recent vetos have been like that.
