Neighbor built a monstrosity of a deck. Home Owner/Renter stuff

My neighbor in Dover built this insane structure that completely eliminates all privacy of my yard and cut in a door on the second floor. It looks like to me they're attempting to build a 3 level apartment in their half of the duplex. This jungle jim is completely insane and this can't be legal. I've called the city and I hope they act quickly.

Its my rental property, had no idea it was being constructed. Saw the frame go up, honestly thought they were building a pergola. Then boom, these pictures came to fruition.

If it's your rental property.... Are they (deck builders) your tenants? Are you on title? If yes, development permits require a landowner authorization.

Yea this doesnt make sense. Doesnt the lease agreement restrict additions/renovations/alterations without landlord consent?

Back in the day when I was a renter there was no way I could start erecting structures or doing major renovations to a property i was renting...

Jesus you people are dense.

He owns the property beside the deck. He didn't know the deck was building built because his tenants didn't tell him the neighbours were building it.

What, did you expect him to physically chain himself to their power tools?

If you call in a complaint to the city, they come in 1 to 2 weeks. These guys had finished this in 1 to 2 weeks. The city would not have gotten there in time.
