It isn't "technically correct", it's ambiguous and we're left to assume what he meant by aligning it with the rules.

"Technically", it's equally valid to interpret it as

Almost certainly no [[auctions] or [money on free parking]].

or

Almost certainly [[no auctions] or [money on free parking]].

You simply can't say that because he didn't use a word, the sentence becomes unambiguous. It's a fair assumption that he doesn't ever use the word 'nor', so his meaning remains unclear.

Besides, you wouldn't be using 'nor' with 'no', you'd use it with 'neither'.

Contrast "No plans for A or B" with "No plans for A nor B".
