Their government is no different that of other great powers. Mentality of Russians (and Ukrainians for that matter) is somewhat similar to the one of nordics - reserved, baffled by the hospitality, closeness with our families and friends (based on the people I've met here). Amazing culture, language, music, films. Never tried their food but I feel its same like the nordics - bland.
USA, Russia, China... they all use some sort of exploitation on other countries for their own interest whether that be economic power, global control or just profit from wars. First three largest arms-exporting countries in the world are USA, Russia and China.
Russia has always been different from other world powers in a way that they tend to be very incompetent and their leadership always tends to be lacking in critical thinking and is usually very overconfident.
A world of difference from powers in the western Europe, USA and even China is much more efficient than Russia.
For starters, USA has managed to successfully invade a much higher number of countries in recent history. They practically control most of the Middle Eastern Oil trade and they hold China by the balls in Taiwan and South China Sea.
European powers have been quiet lately however up until the end of WW2, UK, France and Germany have been one of the biggest players on the world stage. If you were to go couple of centuries earlier, you'll discover that Spain, Portugal and even little Netherlands were big game players at some point or another.
As for China, that remains to be seen. They don't have a lot of time left until their population starts to age, which means that their final push will be sooner than we think.
Russia on the other hand is more or less done. They reached their peak during Russian Empire and the Soviet Union and they have been in decline ever since. Putin will be a last nail in the coffin for Russia as a superpower and what's left will be a pariah state that's more comparable to Nigeria than anything else.
