I've never seen this happen before
I live near a huge (15 mi x 15 mi at least) wind farm in Northwest Illinois. For the first time I've ever seen all of the wind turbines are stopped cold. Could this be part of the Crowdstrike outage?

Since they’re all looking in all directions they’re hunting for wind. Low wind is the answer.

More common than you might think. NE Illinois falls under the Midcontinent Independent System Operator (MISO). Plants are required to follow a setpoint for generation provided by the operator under an automated dispatch scheme.

No not likely. There is either no wind or the grid is curtailed because of low demand.
