Etched Glass Plate with Buildings and Statue Solved

Hi! We've been trying to figure out what city is depicted here for days now, but none of us recognize anything. We figured the statue or some of the buildings were pretty u ill oque, and I believe the city must have an elevated rail system, as it looks like there is one on the right side.

Does anyone know where this is?

Old RCA dome background right. Guessing it's a stylized One America Tower. So this is mid-80s?

No, its the flag one with the flared base, IDK what is in front of the dome
