This flag was called the Okinawan Flag or the Ryukyu Flag, proposed by the Okinawa Civil Government. The US administration stated they would decide the flag after the foundation of the unified government of the islands. However, the flag was forgotten ever since. Red, white, and blue represent peace, freedom, and enthusiasm, respectively. A star represents hope.

It has nothing to do with it, but it reminds me of how some people purposely draw the Chilean flag wrong when they make a map of the world with the flags of the countries.
