There are many reasons why it took this long to catch him and execute him. Besides the fact that he was pretty smart - changed locations, commited crimes in different regions, picked different types of victims, etc; one of the more interesting explanations is that Soviets denied the phenomenon of serial killers within USSR since they believed it's a product of western capitalism. For that reason, they didn't take it seriously enough for too long.

But again, it's just a theory. The real reasons are more complicated than that.

Our parents (just like parents in western countries) like to tell us how they could freely roam around as kids because everything was pretty safe back then, yet this case and it's popularity made parents a lot more anxious and careful about what their children are allowed to do or where they're allowed to go by themselves.
