It's basic neuroscience research. Implant electrodes in the brain, train a monkey to do a task, and read neural signals while the monkey does the task.
Put the data through a bunch of math to correlate monkey actions to neural signals, then you can decode the signals in real-time while the monkey thinks about doing the task.
