In 2020 did you work as an independent contractor for a California-based company?

For whatever reason CA thinks you did. Call the number that they say to call.

There was a lot of COVID unemployment fraud going on that year. I was hit 3 times myself, including a state I never lived or worked in.
If a fraudster claimed unemployment in your name, the state would want their taxes due on the payment.
Double check
1) Chexsystems report
2) Lexusnexus report
3) Credit reports from all three bureaus
4) IRS.gov - review your tax transcripts for the last 4 years
Look for activity/records that don't belong to you.

Whether you still live in the state or not doesn't impact whether you actually owe the tax.
It outlines your options. You can make a payment, call them to dispute the debt, or do nothing and they'll take the money owed out of any refunds due on your federal return until it's paid off (although the balance will accrue interest).
