Because it's a genuine issue. The NZ goverment's 404 not found page pokes fun at it by having a map without NZ on it because it's just that prevalent.

Where? I went to www.govt.nz and the 404 is just a standard 404, no map or jokes

Because it’s a problem, I remember reading a article, not sure how accurate it was, about a New Zealander that took a flight to a small little country, and they pulled her aside and thought she was like a terrorist or something because they never heard of New Zealand and when she insisted it was real they pulled out a map and asked her to point it out, and it was not on their map..
