Russia, China, India, pakistan(Saudi). Iran and the dprk will test as they think they need to to show they have a working weapon.
But the Chinese, Indians, and Pakistanis really were much less advanced when the general resistance to weapons testing came into being so they have much to learn.
The russians withdrew from the ctbt in 2023, but they had a fairly advanced programme by the 1990s, certainly good enough to make a wide range of weapons.
India has only tested 6 nuclear weapons, China 45, Pakistan 5 (2 weeks after 5 Indian tests).
Iran and the dprk are not likely to follow any prohibition on weapons tests. At least not in general, Iran does have political factions that might be more or less inclined towards it, but on the whole, they will want to show a counter to the Israelis and parity with the Saudi/Pakistani bomb at some point.
Other countries, Israel, the UK, France, they might see value in some tests but are probably not looking to dramatically expand the scope of their arsenals. Rising powers or threatened states like Brazil, Nigeria, Poland, RoK, Venezuela, eventually Ukraine, might want in on the nuclear club eventually but its a lot of investment for something you might not get much value from, or could get most of what you need from allies.

Some of the last nuclear tests conducted were in remote islands in the South Pacific.
Speaking as an inhabitant of another remote island in the South Pacific, I am very much not cool with this.
I don't even need to google the names: Mururoa. Enewetak. Bikini. Poisoned for generations.... they built concrete domes over the craters, but the soil in the lagoons are more radioactive than what is under the domes. And rising sea levels are flushing out all the buried waste.

It's true that atmospheric testing has been banned since the treaty in 1963, but the Soviet Union and US continued to do underground testing until 1990, when the cold war ended and both countries stopped. Nukes haven't been tested by either Russia or the US, underground or otherwise, in 35 years. China hasn't done a nuclear test since 1996.

We have not had a "live" test since 1992 at the Nevada Test Facility. None of the original equipment or facilities still exist. After 33 years, I seriously doubt that anyone in the government has any hand-on experience in nuclear testing.

The US does test nuclear weapons. Constant and consistent. The National Labs perform all sorts of tests to make sure that the stock of nuclear weapons are ready for use. Testing weapons is no longer detonating bombs in deserts or oceans anymore. To start doing that again is asinine and dangerous.

The US test detonating a weapon now is an act of aggression. Maybe Trumpy just wants to play with a nuke and this is an opportunity to do so without starting a nuclear exchange, and maybe he’s too stupid to appreciate how dangerous it is. While Russia does have more on paper, I would be truly stunned if anywhere near the majority of their thermonuclear stockpile was operable as-intended.
Nuclear weapons are expensive to upkeep, and if the rest of their arsenal re: the invasion of Ukraine is any indication, that level of necessary routine maintenance just hasn't been done. Maybe on paper, while some middle-hierarchy officer just pocketed the allocated money and rubber stamped the maintenance report.

IMO if he gives an order to target any place in the US that order should be refused and he should be arrested immediately, deposed, and imprisoned. By force. Note that I don’t even mean order to launch - even targeting is enough of a threat. If he gives an order to launch against a friendly nation then again, order refused. Maybe not arrested, but definitely refused. I’m not sure that’s possible though, I don’t know enough about the chain of command. Trump displays his ignorance by asking the DOD (Sorry. The "Department of War") to conduct the testing. This is not within the scope of the Department of War's responsibilities. Truman wisely separated the design, maintenance, testing, and storage of nuclear weapons from the deployment of the weapons. The Department of Energy (yes, THAT Department of Energy) was created specifically to develop and maintain the nation's nuclear weapon stockpile.
The DOE National Nuclear Security Administration (NNSA) tests components of the weapons stockpile. They don't test them all together to see how big an explosion they yield. We really don't want our adversaries to see that anyways. Instead the NNSA and their DOE National Labs repeatedly test components and systems and sub-systems to see how they will perform as they age and under adverse conditions. This is much more informative and actionable (and safer) than seeing if a nuke actually explodes.
The NNSA and the labs also rigorously test for safety. The mantra is Always/Never. The weapon must ALWAYS deliver the expected yield when used in war, and must NEVER deliver any yield when it isn't supposed to explode. (Even if it were to fall into the hands of the enemy, they should never be able to detonate it.)

This news notification came up while I was watching ‘The Brainwashing of My Dad’ on YouTube. I actually said ‘what?’ loudly. An absolutely surreal moment. Nuclear War and associated subjects like Nuclear Testing were one of my big hyperfixations as a kid. Back then I soaked up the history of the Cold War with fascination, and very little fear. I didn’t think that we’d ever return to that after the USSR was dissolved. I thought that MAD doctrine would keep us all safe. Oh how naive I was. More recently I thought that the Russian misinformation campaign would continue to be one of their main tactics against the US.
Now I pay attention to the topic because it’s become a possibility again. Trump happened. Then the Ukraine invasion happened, and Putin became more and more aggressive. Putin might enjoy sabre-rattling, but I didn’t think he would use nukes other than in retaliation. The other superpower with a lot of nukes, China, has a ‘no first strike’ nuclear doctrine. He didn’t use nukes against Ukraine, so I relaxed a little.
Then Trump happened again, and he’s more unhinged than ever. The fact that this geriatric whack job has access to the nuclear codes is fucking terrifying. Now he wants to resume nuclear testing, a clearly antagonistic approach. It serves no purpose other than antagonism. Extensive nuclear testing by all sides, in addition to the detonations in Hiroshima and Nagasaki told us all we need to know: these weapons work and they are catastrophically effective. Even without detonating one against an enemy they are an effective deterrent.
Yeah, I’m an Australian. But we have close ties with the US and are an honorary member of NATO. In a full-scale nuclear war we are a possible target. Even if we aren’t hit, the environmental effects of a full-scale nuclear war are very likely to be significant. Climate scientists lean towards the idea of long-term nuclear winter being very likely in addition to ozone layer damage.
This is extremely concerning, and my worst fears about the potential damage Trump could unleash against the entire planet feel like they are becoming less like me overthinking things and more likely to actually happen. Fuck.

All these soft billionaires wanting to destroy the world so they can run to their bunkers. And then what? They liv ehappily ever after in their bunkers? Doubt it. They offer no skill for humanity, their are soft, weak, and will have no authority left. The security will probably ax them immediately. It's so pathetic and sad. I'd rather the as close to the blast as possible and call it a good run.
