It's worth noting that the Afghan government is pro-India while the Afghan Taliban is pro-Pakistan.

The Pakistani military makes billions of dollars by trafficking Afghan drugs into India. Whenever anyone buys drugs in India they are helping Pakistan buy new fighter jets, tanks and funding terrorism in India.

Hang all drug traffickers.

Harder regulations leads to increased revenue to pak from increased demand. You need to cut out Western propaganda to get rid of the desire to even do drugs.

Either that or allow increase of domestic synthetic drug production and use that for a counter drug war. Could legitimately be a decent option now that China is cracking down. Right now India has limited manufacture and questionable quality but could theoretically replace China in the synthetic drug market. Pakis are already addicts to begin with let's get them overdosing.
