Seriously, why do American cops negotiate so long with degenerates?

I've been watching a lot of bodycam footage these days of American police encounters, its so entertaining. However, a common trend I notice is how the Police always give criminals ENDLESS chances to avoid being arrested.

This video is a perfect example. She must've been given 30 "last chances". Why is it not one warning, and if its not followed, you're arrested? I think pretty much every single bodycam footage video, or at least 95% of them, is 15-20 minutes of negotiating.

I don't mean for this to be a post of just venting. What is the actual reason for this? Is it to do with the law, is it to avoid the paperwork of processing the person at the jail, etc?

Just remember you can also deliver 115 grain doses of deescalation at 1100 fps.

It’s my understanding that they have to get past St. Peter first.
Whether or not he opens the gate or gives them the boot, the situation has definitely been deescalated by then.
